Thursday (2 December 2004)
09.30-11.00 COBRA Planning Meeting, including:
· Update on progress from each partner
· Degree of communality, including existing & future surveys
· COBRA structure & website
· Strategies for collaboration/publication
· Future partners
For this session, a discussion to be prepared by Leuven/GP will be circulated
in advance to partners.
11.00-11.15 Coffee/minerals
11.15-13.00 COBRA Planning Meeting continues.
13.00 Arrival of other invited participants, welcome and buffet lunch
14.00-15.30 Presentations by the Belgian, Norwegian and Irish teams
on progress/results to date. For this session it is also proposed to
invite members of the Committee for Public Management Research (CPMR)
to participate, as well as a small number of Chief Officers of public
bodies, Irish academics/researchers and IPA colleagues with a particular
interest in this topic. The CPMR is responsible for supporting the Irish
part of our cross-national initiative and includes senior-level civil
servants from eight Government/departments/offices.
15.30-15.45 Coffee/minerals
15.45-16.45 Interim discussion of issues arising and exploration of
common themes/differences.
16.45-17.00 Summing up, any other business and practical arrangements
for dinner etc.
19.30 Dinner at a local restaurant
Friday (3 December 2004)
09.00-09.15 Arrival
09.15-10.30 Presentation by COBRA partners on our vision and proposals
for future collaboration (including common surveys approaches, web-site,
publications etc.), followed by discussion with invited participants.
10.30-10.45 Coffee/minerals
10.45-12.30 Short presentations (based upon previously circulated notes)
by invited researchers on:
· Existing research on autonomous public organisations in their
countries.
· Their own research on this topic and
· Specific features of their country with respect to governmental
organisation and the status/prevalence of autonomous public organisations.
In making their presentations, the researchers will also be invited
to reflect upon the applicability/feasibility of the partners’
vision and proposals as they relate to their own country.
12.30-14.00 Lunch and break
14.00-15.30 Presentations and discussions will continue
15.30-15.45 Coffee/minerals
15.45-16.30 Concluding session, including remaining issues and future
steps.
19.45 Dinner at a local restaurant
